The closer to the sole of your foot you go the quicker the ink will drop out, I have some script on the arch of my foot coming from the heal of my foot, I have had to have it re-done 3 times now and it is fading again so will probably have to have it re-done at some point.

Obviously everyone is different and ink sits under the skin differently in everyone, but I would say for the majority of people the arch of the foot is one of those areas that the ink doesn't sit well, also with any foot tattoo you have to be careful your tattooist isn't too heavy handed as if the go to deep the ink can blur under the skin.

My artist wouldn't tattoo the arch of my foot as it apparently, more often than not fades.. which I'm glad now as I've seen one of my friends has one on the arch of her foot and it's pretty much disappeared and looks awful.

I had my tattoo placed here instead:

It often fades. If you're prepared to get it touched up (and pay for the touchups), then go for it.
