I have never personally been the first to say it, but I think some guys use it as a defence mechanism, thinking "if I say I love you then maybe she might say it back.." and sometimes say it because they're scared of losing there partner. heh, my 'moment' was in the middle of a park, in the pouring rain and both me and my boyfriend were soaked through and he stopped walking, turned round and kissed me (our first proper kiss too! haha) and said he loved me, and i said it back straight away just like it was natural. We'd only been going out like 3weeks/month at the time I think..
But we'd been best friends for the past 2years and fancied each other for 1 and half of them 2years.. but we were both too scared to tell each other because we didn't think the other felt the same.. and when we did start going to we did re-think because we didn't want to ruin what we had as best mates. I knew I loved him as a best friend but as soon as we started going out it just felt 'normal' being a couple.
We've been together 2years on the 22nd :D

Damnit, I want a 'moment'! My boyfriend had to get drunk to say it, hahah. We were on the phone at 1am, both wasted, and he kept saying 'lub' (little inside jokey thing that we said to each other :tongue:) and then he was like 'screw the b, it should be love instead' haha.
Ohh I miss him. Home on Friday :D
I don't remember when my boyfriend said it to me for the first time but I do remember when he told me he thought he was falling in love with me :D
