Is it not a top coat? I used to have a UV topcoat yeaaaaaars ago. Looks like it's UV reactive over white polish?

Normally with nail pictures the bottle being held is what the polish is. I just googled Speciallita and they do a load of glow in the dark nails. Can buy it of amazon :)

I don't normally post in this thread but I really love my new nail varnish :D It's a Stargazer one that shines purple/green depending on how you angle your finger, it reminds me of bubbles or a beetle or something :D
